Steps in the Process

1. LISTEN
   Work with residents and businesses to understand issues, determine priorities and gain consensus for preferred alternatives.
2. EVALUATE
   Review existing concepts adopted in city plans and assess feasibility.
3. SUBSTANTIATE
   Test alternatives using modeling tools to ensure preferred alternatives meet performance measures required by Michigan Department of Transportation.
4. IMPLEMENT
   Develop short-, medium and long-term implementation steps, including cost estimates, potential funding sources, and roles and responsibilities.
